NORTHERN NEVADA / COUNTY FIELD NOTES

Humboldt County.
Confirm an accepted water source.

Rural access, water feasibility and the actual residential proposal.

CONFIRM JURISDICTION FIRST

Planning department serves both Humboldt County and City of Winnemucca but uses separate county and municipal codes. Do not confuse this Nevada county with Humboldt County, California.

What the official sources tell us

  • Planning handles zoning, setbacks, floodplain information, conditional uses and land division, and explicitly recommends Code of the West to rural property purchasers.

    Read the official source
  • Building permit requirements include plans and a site plan; electrical, mechanical and plumbing permits have separate requirements.

    Read the official source
  • County Building FAQ says a well and sewage disposal system are required for residence, with a total 30-day stay before installation or moving off, and tells buyers to verify RV placement with Planning.

    Read the official source

The FAQ also makes a broad statement that NDWR disallows hauled residential water. Do not generalize that statewide from this local FAQ; obtain written accepted-source confirmation for the APN.

  • County rural-buyer Code of the West warns that visible access may not guarantee legal, all-weather or emergency access and that emergency service response cannot be guaranteed.

How to use this research

Get written confirmation of an approvable water supply and wastewater system early; do not price an occupied home plan on the assumption of hauled water alone.

This is a buyer-research recommendation, not a county determination. Use the parcel number and exact proposal when requesting an answer.

Questions still specific to your parcel

  • APN-specific RV zoning approval
  • Well feasibility and state basin restrictions
  • County FAQ update date

Also verify title and legal access, accepted water and wastewater, total installed costs, hazard exposure, lender acceptance and insurance. A general county rule does not settle these site-level questions.

Prepare for the agency conversation

Provide the APN, legal description, proposed building type, intended occupancy, water plan, wastewater plan and a simple site sketch. Ask which current code, planning area and approval pathway apply, and request a written response you can keep with your due-diligence file.

Use the 20-point buyer checklist

Source check: November 6, 2026. Official code compilations and handouts can lag amendments. For older documents, current agency confirmation remains necessary. These county notes apply only within the scope described above.

THE NEXT STEP IS A CONVERSATION
